Electric Car Tools: Maryland’s EV Charging Rebate Program for FY25

The Maryland Energy Administration (MEA) is committed to boosting electric vehicle (EV) adoption in Maryland by easing the financial strain of acquiring and installing essential Electric Car Tools, specifically charging stations. The FY25 Electric Vehicle Supply Equipment (EVSE) Rebate Program is designed to provide financial assistance for these crucial installations, supporting the state’s broader goals for EV deployment and reducing greenhouse gas (GHG) emissions.

FY25 Program Funding Status: Program Funds Now Allocated

Update as of January 27, 2025: It’s important to note that for the FY25 EVSE Rebate Program, all funds have been allocated for both Residential and Commercial EVSE applications. This means that currently, no further funds are available under this specific program for either residential or commercial projects.

For commercial projects, there may be an alternative opportunity through the Community Electric Vehicle Supply Equipment Grant Program. Interested parties are encouraged to visit the webpage for more details on this potential grant program. Applicants who submitted applications from January 28, 2025, onwards will receive updated information regarding the fund depletion and alternative options via email.

MEA is actively processing eligible rebate applications in the order they are received, reflecting the high interest in supporting electric car tools and EV infrastructure. Please be aware that fund availability, budget amounts, eligible technologies, rebate structures, and incentive amounts are subject to change and cannot be guaranteed at this time. Submitted applications will be acknowledged via email and retained for processing should additional funding become available. By applying, applicants agree to MEA’s data collection protocols, detailed in the Funding Opportunity Announcement (FOA).

Program Overview and Objectives

The core purpose of the EVSE Rebate Program is to alleviate the financial burden associated with acquiring and installing electric car tools – charging stations. By doing so, the program aims to accelerate the adoption of electric vehicles across Maryland. This initiative is directly aligned with the state’s targets for EV deployment and the reduction of greenhouse gas (GHG) emissions, contributing to a cleaner and more sustainable transportation future.

The program offers financial rebates to offset eligible expenses related to purchasing and installing qualified Electric Vehicle Supply Equipment (EVSE), commonly known as charging stations. These electric car tools are essential for EV owners, providing convenient and reliable charging options at home and in commercial settings.

Program Budget and Rebate Details

The total budget for the FY25 rebate program is $2.5 million. Initially, $1.5 million was allocated for residential EVSE applications, and $1.0 million was set aside for commercial EVSE applications. It’s important to remember that as of January 27, 2025, these funds have been fully allocated.

Previously, after April 1, 2025, the initial funding allocation limits were intended to be removed. However, given the current status, any FY25 applications not yet processed due to the initial allocation limits being reached will now be considered if further funding becomes available to the EVSE Rebate Program in its entirety.

The rebate amounts are structured as follows:

To encourage the development of more permanent EVSE infrastructure, rebates are no longer offered for Level 1 EVSE purchased on or after October 1, 2023. While Multi-Unit Developments (MUDs) are eligible for the FY25 program, MEA is exploring additional incentives for EVSE installations in MUDs located in low-to-moderate-income, overburdened, and/or underserved communities. Further details will be released as they become available.

Program Type and Application Process

The EVSE Rebate Program operates as a rebate program and is non-competitive, meaning it is processed on a first-come, first-served basis until program funds are exhausted. As noted earlier, funds are currently fully allocated.

Applicants must utilize the most current versions of the FY25 EVSE Rebate Program Residential or Commercial Application Forms, effective from August 15, 2024. Outdated application forms will not be accepted after October 1, 2024. Re-application with the current form is permitted if an application is rejected due to using an outdated version.

Maryland Excise Tax Credit for Plug-In Electric Vehicles

It is important to distinguish the EVSE Rebate Program from another Maryland incentive. Maryland’s Excise Tax Credit for Plug-In Electric Vehicles is managed by the Maryland Motor Vehicle Administration (MVA), not the MEA.
